In the days of Oberon, before the Enchanted Forest had been seen by Human eyes, there was a certain Fairy who worked deep in the heart of the Pixie Public Service.
Far from the front lines of the state-run Orgies, this certain Fairy was both dazzled and overwhelmed by the scale of operations and the intricate complexities of running a Fairy Civilization. The PPS was a gigantic and sprawling enterprise filled with shifting power alliances, political intrigue, technical obstacles, procedural run-arounds, multiple bargaining units, spending scandals, and a seemingly endless stream of fire-fighting, meeting requests, memorandums, departmental reconfigurations, service rebranding, hierarchical realignment, and policy reviews.
This certain Fairy decided that there was far too little Erotica happening in the Pixie Public Service, and set his fantastical sights on envisioning an ideal Pixie Government. This is about the same Time that he appears to have co-created, with some fortunate Other, this particular PleasureBomb. It appears to represent a highly idealized public service: responsive, reliable, accessible, and wise.
